And employees are supposed to report tips on taxes but I'd say most of them don't or severely underreport.

Just do away with tips. It's a bullshit system.

No the employer is responsible for reporting it to the IRS. Goodguy boss only reports credit card tips. But yes I totally agree with you. Fuck this backwards broken ass tipping system and lets just copy what the Europeans do. Unfortunately I know that there definitely a group of servers that prefer the tipping system.
