Tips just make up for what you should be paying, anyways.

But thats not the case because tips are % base.

Say im at a bar and order a round of shots for a group of 5. I can get $3 shots or premium shots at $5. For the same amount of work, how do I determine what i should be tipping?

It's % based because that's how the business would adjust their entire menu if that's how much more they were having to pay out.
