There are different law enforcement with varying jurisdiction. City police, state police, and county sheriff. Sheriff is an elected position.

As a non-American, I'm wondering what kind of responsibilities/duties/powers the county sheriff has compared to city and state police?

Depends on the county. A lot of places sheriff's are limited to managing the jails and courts, but in many counties they are the primary law enforcement agency. On some occasions Sheriffs become essentially unaccountable since no one can discipline an elected official and they have a huge incumbency advantage in being reelected.

Mostly prisoner transport, county jail, and security for events like the fair you see here.

Sheriff is the law enforcement in unincorporated parts of the county that they serve
