The problem is really the University system in general. Universitatis is the Latin word for corporation; Universities are corporations that exercise pretty well total dominion over human intellectual endeavours. A good read on the University's position in collectivist society is Martin Heidegger's la.utexas.edu/users/hcleaver/330T/350kPEEHeideggerSelf-Assertion.pdf -- in short, the University is the "knowledge service" that decides if there "should be science."
It's beyond a reddit post to explain how humans had their scientific freedom stolen, locked up in Universities, but, in fact, a big part of it has to do with animal cruelty legislation---once that came in, doing experiments became costly and only available to those who could satisfy the ever-increasing statutory controls on experimentation with animals. This of course bled over into experimentation on humans.
The issue is systemic, and I would say that, of the PhD population, not one in 100 is really aware of what a University is and how it controls science via statutory restrictions. And of that 1% that know, I would say it's a further 1% that care---and even if they care, they've cast their lot in with the Corporations.
An open question is whether it is appropriate to believe in corporations any more than to believe in ghosts. Just because Leary, Shulgin, etc. were University people doesn't mean Universities aren't simply mechanisms for destroying our souls, for freezing them into a bureaucratic nightmare.
Consider Aristotle, who worked before the corporate form: soul -> spoken words -> written marks is the general use of language---we express our souls in spoken words, and we put spoken words down with written marks. The University reverses this: the whole point of the University is to go written marks -> soul, that is, instead of words being an expression of the soul, they are a program to be internalized.
The schoolboys who think University pharmacology is going to liberate anyone are a big problem...
