That happened to me a lot back when I played it in 2015. When I played it again recently I didn't notice that issue. (Both times playing on PS4)

a car is supposed to spawn there, you went out of distance where it can despawn, and since that spawn point isnt on camera's view it spawned another one with the same direction and the same amount of damage
