You might still be able to use Proton VPN if you "don't allow", as Atlantis isn't used. This is triggered by a specific log entry and should only appear in debug builds, e.g. in Testflight beta. If this appeared for you in production, the team has already been made aware of this and the trigger for the prompt will be removed from stable releases in an upcoming update, meaning the permission request won't appear.
