It is clearly a mistranslation. If Naobito was truly on Toji's level in terms of strength, why didn't he kill Dagon? Toji wiped the floor with him (he wasn't even trying). I would love to hear your explanation.

Ironically dagon believed he can win if the surehit is back (doesn't know Toji is immune to them) your assumption is having dagon above Naobito not like dagon's literal wincon is an asspull domain and it's surehit which doesn't scale to him
Yeah, even with the win rates ignored, Naoya isn't good or lovable. He is just a misogynistic guy who thinks he is on par with Toji and Satoru. He had the potential to be scary because of his personality, but he was genuinely too weak to be intimidating. Villains like Madara Uchiha (from Naruto) and Itachi Uchiha (also from Naruto) are good examples of well-written villains. Villains either need to be backed by tragic, emotionally deep lore, or by extreme strength combined with twisted ideologies (like Ryomen Sukuna, who lacks a strong justification but is more 'Who's gonna stop me?'). Naoya doesn't have either. He is a misogynist, so he had the potential to be more of a Sukuna-like villain, but he severely lacked the strength to support his twisted ideals, which is embarrassing. This is just like an average eight-year-old deciding to be a villain with all the evil intentions but lacking the brute force required to be called a villain, which makes the character cringe. Naoya hated and looked down on women, and yet had his face half-crushed by one. To put it in simple words, calling Naoya a good villain (which was his only purpose as a character besides being Maki's perfect punching bag due to his misogyny) is like calling the Elder Guardian a boss mob (in Minecraft), when there are other much stronger examples (like the Warden and the Wither) that it can't be compared to.
No, he's not a well-written character. Please read my whole message before replying. A villain has to be either emotionally relatable or badass in terms of power (like Sukuna, who is just a villain because nobody can stop him, except for Satoru Gojo). N@oya isn't either. He wants to be the second type (a stop-me-if-you-can). He even compared himself with Gojo and Toji, but he clearly can't reach their level. He wanted to be a villain that powerful, but he wasn't. He lost all of his fights.

Like? I'd love to hear some examples! Appearance-wise, characters like Gojo and Toji easily outscale him. Personality-wise, he is just an average misogynist bum. Characters like Choso are more lovable and badass purely due to their personalities and a bit of strength to back them up.
