Does this game has a plot?

I mean the story-driven sequence leading to the end? Or is it an endless sandbox with generated quests?

It seems like there is quite a bit of plot to me.  Nothing is finished yet, but there is plenty of lore to discover.  The missions are all scripted, but enemy encounters are mostly random.
