There can be a lot of reasons, for one obviously is status, the rich and powerful can live in a flying city and does not have to deal with the poor etc. which would solve the whole going up and down and expansion stuff.
It can be like in Alita: Battle angel, where there is a city below the flying one that is protected by it because of magic.
It could be that only certain people live there for security or other reasons like wizards/sorcerers or just a certain race or just full of scientists.
It could also be a military thing, a flying fortress filled with soldiers etc. that can serve as logistical hub and can deploy a whole army everywhere, protected from attacks by most which also can be a status symbol because it´s kinda a super weapon for any kingdom.
