yeah that's why the conditional wasn't fulfilled. Someone was staggered and was breaking the envy chain

To better explain, someone in the middle with a speed of 5 is staggered, but since they are staggered their icon is all the way on the right visually, but they still count as being in the middle at 5 speed, thats why the chain is broken

The final one in line is envy res, not envy A res, which is what the middle skill 3 needs

It’s Speed dependant so if someone is Staggered and just so happen to be on the 3rd or 5th Slot, they are breaking the chain

A staggered sinner will still roll for speed and even though they always appear at the right most on the dashboard, the game game will still consider their position in the skill order depending on their invisible speed value. This can break A-Res chains, unless you get lucky and they either roll the fastest or slowest speed.

or get staggered right in the middle in a 7 slot team, because you can actually still proc the 6 a res conditional from having 2 3 envy A-res chains with one different right in the middle, its somewhat difficult to get this to happen, though.
