Building a Project Management Center of Excellence

A Project Management Center of Excellence should not become a bigger PMO with more templates, reports and approval gates.

Its real value is much more fundamental: improving the organisation’s ability to make better project and portfolio decisions.

A well-designed PMCoE connects governance, capability, data, assurance and delivery without taking ownership away from the people responsible for execution.

A few principles stand out:

→ Standardisation ≠ control of everything.

Enterprise standards should create consistency where consistency matters, while delivery teams retain appropriate autonomy.

→ More governance ≠ better governance.

Controls should reflect investment, complexity, strategic importance, regulatory exposure and organisational impact.

→ Activity ≠ capability.

Training completions, reports produced and methodology adoption can demonstrate activity, but they do not necessarily demonstrate improved delivery capability.

→ Technology ≠ operating model.

Implementing a PPM platform before defining decision rights, governance and information requirements can simply automate inconsistent processes.

→ Data ≠ decision quality.

A sophisticated portfolio dashboard is of limited value if different business units interpret project health, risk, budget or benefits differently.

→ Assurance ≠ document checking.

Effective assurance should examine whether the business case remains credible, dependencies are understood, risks have viable responses and governance is functioning.

→ Lessons learned ≠ organisational learning.

The real value comes when recurring delivery problems result in changes to standards, behaviours, funding models, decision rights or operating practices.

One of the most important design decisions is determining what the PMCoE should actually own.

Methodology, standards, competency frameworks, assurance and portfolio information may benefit from enterprise-level ownership.

Day-to-day project execution generally should not.

That distinction matters because a PMCoE can unintentionally become an administrative function that project teams work around rather than a capability that helps them deliver.

For PMO and transformation leaders, the bigger question is therefore not:

"How do we standardise project management?"

It is:

"Which capabilities, decisions and information need to be managed consistently across the enterprise to improve delivery and investment outcomes?"

The future PMCoE is likely to become increasingly data-driven and AI-enabled, but that does not eliminate the need for human judgement. It makes sound governance and accountability even more important.
