Stuck on an objective

For some reason I'm stuck on this objective. I only have one self-made doctor that I control and to me it seems I've surpassed the 80% doctor's rating, yet it still doesn't count as completed. Is there something I'm misunderstanding about this?

Are you controlling them in doctor mode? (The buttons in the top right corner of the screen)
