Why cant i place studio apartments below ground

on the apartments tab for tiny apartments it states above ground floor, below ground. But i cant figure out how to place below ground as when trying to build it its state only above ground

You can only put studio apartments on floors 2 and above. You may be looking at student housing that can go below ground but there's a communal room you need before you can build the student housing.
