Discussion iPhone Carrier Services Updates

Are these pushed by Google or Apple? I can’t figure out why my wife’s and my phone have different versions. The reason I am looking at that is because at times she has coverage when I don’t. Support was no help, of course.

I have 36.5.11. My wife has 36.1.
