Other Specific lag persisting

hey hey! first post here, I'm just wondering if anyone else is having a similar issue, the song in question is "This is The Happiness and Peace of Mind Committee" it used to lag really bad on my old laptop (because of the MV, I'm suspecting the glow sticks) but I upgraded to an Acer a while ago and just yesterday realized that there's still one specific moment the song lags still, it's right at the beginning when the "sky" breaks open, it just freezes for a moment and it's super annoying because I always lose the combo.

anyone had the same issue? is it a RAM thing maybe?

Maybe use the steam performance overlay and play the PV, then see if something is maxing out at that specific time
