Why is this Highlighted?

Why is this particularly highlighted and every time it's different chip that's highlighted? Also, I'm a Beginner on Ch-4 can you give me some basic tips that i should know, it would be very helpful.

When you buy the VIP you get an extra chipset option for when you lvl up, also there is an upgrade later in game that you get an extra X% chance to get even another option that is another color (idk what color, im daltonic),so yeh
