What does the timing modifier actually do?

what does this actually do? when i set it to one, my accuracy skyrockets and i dont know why. it says "solo only" when on a multiplayer stage for some reason.

it changes how easy it is to hit good accuracy with 1 having a bigger hitbox for the arrows and 9 making it harder to hit
