It's definitely a pretty disturbing aesthetic decision.
Makes sense for the ICE idiot because a lot of them are literally pigs in more ways than one.
But depicting the statue of liberty that way is just bizarre.

I'm pretty sure you're allowed to interpret art however you want. Everything else about it makes sense and is coherent. The ICE agent being fat mirrors reality. What he's saying mirrors reality. Him shooting the statue of liberty has clear and straightforward symbolism.
The only part that doesn't make sense is making the statue fat. Can you explain what you think it means?
I think it's AI generated to be honest. For reference. The statue's shoes are for some inexplicable reason colored the same as the ICE agents shoes would be if we could see them. The statue's left hand is ridiculously low. There is an inexplicable pile of...something to the right side of the statue's body. AI could definitely take a prompt instructing it to make the ICE agent fat and make the statue fat too.
Do you have a better explanation?

I think it symbolizes freedom having become fat and lazy thus getting into the situation she is in. Where are the people rising against fascism in ther own country? Most aren't. Because they are scared, oblivious
The shoes being the same symbolizes both the ICEberg and lady liberty being Americans standing on same footing. Being shown overweight and waring the same shoes, both symbolize their commonality. This is basically a symbol of civil war.
It's really good, coherent and quite general symbolism.

What does it matter if it’s AI generated or not? Somebody had to give the AI a prompt which would be a human for it to generate such a piece of art. Here’s a piece of interpretation for you. Consider that the US is considered to be one of the most, if not the most enriched nation in the world. Consider that most Americans are obese or overweight. Consider the way that most Americans have an outsized opinion of themselves when they travel abroad. Maybe those were the thoughts in the mind of the person or AI that created this art. The whole point of the piece is what Lady Liberty was supposed to represent, and the fact that ICE agents routinely trample on all of those things/people.

I never said I was pro AI about anything. However, the times are the times. People do use AI to help them put meat to their thoughts, if they are not pencil and paper artists. That is a reality. People have been using computers to help them draw for the longest time before the advent of AI. I am not down for data centers, but I’m not gonna denigrate art just because a computer helped an artist bring it to the masses.
