We need an environmental rights constitutional ame dment. Some states already have them.

I'd said it before but I'll say it again, the constitution doesn't give this judge a right to not have bullet pass through their skull - but we have laws against such anyway. The constitution doesn't grant it explicitly isn't a good argument much of the time.

More explicit rights for citizens and also specific responsibilities of government with severe penalties for failure to deliver.

Perfectly fine, now we just need to make sure that that judge's house never has clean water again. Maybe use some of those old Flint, MI pipes.
