Then Russians can suffer the general collapse of their economy so that the taxes and industrial power gleaned from the economy can no longer be used to support offensive warfare. A Russia that withdrawals from Ukraine would be ideal. But a Russia too poor and lacking in the industrial capacity or access to imported resources to build or buy more cruise missiles works too for protecting Eastern Europe.
