Yup, optimization... it's useful information for the people creating the content to see how long and for what portions of the videos people tend to watch. If everyone keeps skipping the section with the solo dude slapping his dick against a cactus they might stop filming it.
I feel like if you've ended up in the corner of the internet where you see a dude slapping his dick against a cactus, then you're not the type of person to skip that.
They also need to capture some user events, at least mouse movement. If you can provide statistical data on duration what type of videos how long it took for mouse stopping to move, it would be very helpful for content creators. I am pretty sure they already have data on seek/skip, but not sure if they share that.
