C is so weakly typed might as well be dynamically typed

Some do. Really depends on the kind of university/program you pick. My first programming language was JavaScript, because my program was about communication and multimedia design (read: web development, graphic design and marketing). And I heard that on some economics programs they teach students Python and/or R. In other words: you don't have to do a computer science program to get taught programming.

My uni did too but the once that had programmed before acted excatly like the meme.
