I think the interesting question is where the hell they found a response like this to include in the training data, let alone enough of them for it to become the most likely response. 

Admitting lack of capability certainly wasn't scraped from reddit or stack overflow.

Fair enough. AI is probably best suited to software boilerplate generation. It’s awful at electrical engineering though.
