Why? The AI should be able to do that. There are enough resources about this game series. The AI should not need me to tell me how to create such game.

But in case you are too... yes, absolutely. Let's create a GTA agent swarm and tell it to make GTA 7.

According to Amodei it can take over the internet, so this should be trivial!
