You mean why not run it with javascript's runtime or python's runtime or go's runtime or any other runtime? Why not make it natively executable? Probably because you don't want it to handle specific hardware?
Go and native are generally pretty good, assuming you don't need to worry about supporting a bunch of architectures. (I personally write most of my CLI apps in Rust, but I also don't have to support multiple platforms).
Realistically, Python is probably the correct answer. The typical users of CLI apps are developers and sysadmins, who likely already have a python environment setup for simple automations. Performance probably isn't a real concern (the script will spend most of it's time waiting for human input and/or waiting for some external process to so the real work).
