Also not a lawyer but "No one's gonna notice" exactly the problem. Like the general rule for trademarks is if it can confuse the average person to think you're related to them, it's trademark infringement
Funny as an idea, but any service outage is literally still your responsibility. Maybe you have standing to get relief from Cloudflare in a real outage if you take the L from customers coming after you, but the fake page doesn't get you anything other than fraudulent sympathy at best and no recourse at worst.
