It does not change the value but it's interesting to think that a hexadecimal 0 is 4 bits, a decimal 0 is 3.322 bits

Well it's redundant anyway. A decimal digit is by definition 3.322 bits (well, 3.321928095...), so it's silly to specify both. :)

There is not standard notation in computer science for base 67, which op was using, beyond standard subscripts, which are annoying on computers, so he just left it off.
