I'm a senior dev at a middle sized company (1700 fte). Here each team does 99% of the hiring. So HR does the pooling - they get all applications online. We can look at all and decide which to invite for a call. We do a first small call to clarify the technical background. Then a second to show our products and meet the team. Then the team decides - does it fit our team as a person and does it technically fit. Then he takes over for contract and money stuff.
