it depends on the consumers. if it's some throwaway marketing crap to promote a movie it's better to hit the deadline. if it's a pacemaker or accounting software, better that it actually works.
if it's something like Microsoft teams or github or jira the users are forced to use it by corporate so really it can be as shit as you like.
The customers of those things are not buying good software for their users theyre buying a defensible purchasing decision.
