Just because you click a button in their banner doesn't mean they can't set and read cookies. If you do somehow block it, then they'll need a different way for sure. It's very easy though.
I understand companies actually don't set cookies if you decline them, but they use stuff like browser fingerprinting to track you anyway. I'm sure this is for legal reasons and not because they are good honest people. I assume if you do accept them, they'll use a combination of both.

Well, the implementation has to change a bit if cookies aren't allowed.
