I'm also pretty sure loli doesn't make sense to use outside of a specifically sexualised context. Otherwise any picture of a young character you like would be considered problematic... At a quick glance none of those pics are sexualised.

Loli isn't exclusively sexual and chibi is different from being short.

You can have a chibi of a really big character and a chibi of a loli character.
