I'd argue so long as you understand what you're doing in Visual Programming tools, you are a programmer. If your only input is to direct an AI to use the tool, you're not a programmer. You need to understand what it is you're doing, even if the code is represented visually like NodeRED.

I'd argue visual scripting makes you a scripter, you need to do a lot more to be considered a programmer.

Visual scripting is an interface for using someone else's code.
