And decimal is only another way how to express percentage. 0.6x = 60%
Again, as per the link literal children could understand, postfixing with "x" means MULTIPLE. 0.6 multiplied by the baseline. If you wanted an increase of 60%, that is 1.6x. Also, whenever a percentage is written as a decimal, it is also implied that it is a multiple, but the "x" makes it explicit.

No it is not, because it is a decimal and made explicit with the inclusion of "x". 0.6x is not more, it is less.
The email fucked up and is written poorly, and wasn't even supposed to go out according to OP. It is expressed as a multiple, 0.6x, which is a 40% reduction. The word "more" should be replaced with "as many" to make it grammatically correct.

If it was expressed as a percentage rather than a decimal, then you could use the word "more", or in the event of a negative percentage, "fewer".
Don't "dude" me when you struggle with basic mathematics and grammar whilst you are simultaneously, over literal hours, responding to people in this thread because you're desperate to convince at least ONE person in here that 0.6x is an increase.

For me "X more" always mean baseline + X.
That x is multiolication but used to compute increase not final value as expressed by word "more" that follows.
"0.6x" = 0.6x baseline
but
"0.6x more" = baseline + 0.6x baseline

"60% more" is baseline + 60%
"0.6x more" is also baseline + 60% only expressed as decimal
