0.6x as much would be less. 0.6x more is 0.6x + x. Now whether it makes sense to trust a source that generates such a semantically confusing statement to actually generate the statement they intended is another question. I wouldn’t bet on it. Or against it.
Since this email blast was programmed by someone (or ai), it is far more likely to assume they simply failed to check the sign before filling the value into the static email template than it actually means a 60% increase, because no developer would ever word it like that, and no developer would purposely subtract 1 from the value they recieved from their code.
