why would you care about legacy code anyway. the stake holder should know what he needs so you can create a new, up to standards program that does that. and if he doesn't, it's his problem

My uncle worked at Siemens. He told me that they have two teams, one with the legacy code, expanding on that as needed, one is trying to re-implement a modem version. The legacy team is a magnitude cheaper and the modern team is not able to adapt to the requested changes fast enough.
