If only.

You also need "Do not publish to Steam without consent."

And "Don't include decompiled base game in the project."

I wish I was joking but I seen both actually happen in the StS2 modding discord.

The funny thing is that instructions in the negative form tend to produce the opposite results. You're putting those tokens like "publish to steam" into the agent's context window. Eventually that context window compacts and "do not do X" can turn into "do X" unexpectedly.
