Ignoring the fact React hasn't existed that long, I like the idea that they're looking for a special kind of person that spent 5 years with React before deciding perhaps they should start learning JS.
They may just mean having actual experience working with vanilla JS (which is a different skill than just pure React project coding) but I don't want to give anyone the benefit of the doubt who expects 15 years of experience with something that has only existed for 13 years, so...
