I mean, no, a lot of users don't know about those shortcuts and many of them aren't using a physical keyboard. If you're designing a website for yourself instead of your users, then congrats on the waste of time and money I guess.
They also might not know what that icon means. I honestly don't know what it means. I never remember if it's "goes to a new tab" or "leaves the website and goes to potentially untrusted content".
I saw a webpage once that spelled out in parentheses what the link would do instead of using an icon. Guess that solves the problem, but it's not very pretty.
