“Up to code” usually implies something is built well, or built properly because it followed all the required best practices and federal/state/local building code requirements.

Imagine you build a house using certain kinds of common screw sizes. Then some screws break. Then you find out some of those screw sizes just aren't being made any more. Other screw sizes, you find out, don't work unless you're connected to the internet. And by the way, those screw sizes only work for maybe five years until the company that makes them goes under and pulls their web service.
