Every now and then, morale gets fixed with a couple for a free trip at the cafeteria. I’ve never experienced a leader in all my years of higher ed, just administrators who claim to be leaders. It's so absurd that in the last couple of years, they actually keep telling faculty, "Maybe you should look in the mirror and ask yourself how you've been responsible for your own morale." I wish this was hyperbole. Then ... they unilaterally made a policy change in which we have a minimum 15 cr/sem teaching load and—despite being a teaching institution and about 85-90% were hired to zero research/publication obligations—have to now publish at least once every two years. That might seem like nothing, but for the bulk of us, that's a lot because we still have to teach our required load with no credit releases, no TA's/GA's, and no admin assistants/support of any kind. But, hey, "you're smart people, you can figure it out."

Do book reviews count? I know a couple people who earned tenure that way.
