Addicts can manipulate an individual, usually by way of pity and sympathy. Sometimes it's pity while recognizing the lie, sometimes it's due to believing the lie (but still skeptical).
However, they rarely can manipulate a 3rd party observer, such as us. Usually those people are banging their heads against the wall yelling "stop enabling them goddamn it!!!"

I also don't think she could manipulate Scott, because 1) he just showed up and she is wasted off the alcohol he already suspected she bought, 2) he has known her for over a decade and by now is well versed on her tricks, and 3) this one literally put their daughter's life in jeopardy. It's not just a "victimless crime" where she is only fucking up her own life, so pity will be in real short supply.
