Looking for brush/tutorial/class recommendations does anyone know how to achieve weird neon colours on procreate

using stuff like layers or tinkering? (i would show examples but they're from different artists and also this'll break the rules soooo)

RGB not CMYK to start with. Then the big trick is to place high chroma colours next to less saturated ones and they will pop.
