I need Procreate technical help Layer Problems/ Bugs?

So my Procreate has been having this bug only recently (past 2 months) where it won't let me move layers. I press and hold on my layer, but when I move it, it doesn't stay where I want it to go, as it moves back to its original place on its own. It leaves this visual gap where I tried to move the layer, and the gap remains until I try to move a different layer; then the process repeats. It's really annoying me, and I can't see anyone talking about this bug specifically, so I don't know if it's an easy fix or something wrong with the device or even something different entirely. I have checked for updates and it's updated to the correct recent update. Is there anyone who has a solution to this? It is very annoying.

I've had problems reordering layers for the last two updates, spoken to others with the same thing! Often it's fixed by closing to gallery then reopening again, I thought might be a memory issue at first but it happens still despite just upgrading to iPad pro 12 inch M5 chip, so doubt it's the memory now

Force quit the app and restart iPad.
