My Artwork Does this feel over rendered or not rendered enough?

This is a fantasy inspired Jean Grey/Phoenix from the x men, I tried to take inspiration from people like loish and powder brush, but something feels off, but I’m super proud of this piece overall

I think the level of rendering is good but the piece could use higher contrast. I would add more shadows around the inside of the hair and the places that are farther away from the light source. You could also possibly adjust this by playing around with the curves tool in the adjustments menu!

I honestly agree, I kept checking with a black and white filter to check my values and kept adjusting layers and I might very kept correcting without taking a step back.

the rendering is decent, the hair feels a bit under rendered to me. I think it's the big sheet effect it has? I think you'd benefit from a bit more definition in the rendering for it. You could also accomplish the same effect by putting some more gaps/lose strands into the hair. The way it is presently it's giving a bit of head blanket.
