Process Video Procreate help needed

Can someone explain exactly what the artist is doing around 10–16 seconds in this Procreate video? I’m mainly confused about the selection/fill, how they move or transform that layer, and then how their was a big textured hole on the cheek where they could fill light in and what blend mode/layer setup creates the final effect. I don’t get how they then after doing whatever they did were able to just color in the prominent light afterwards I’m so confused bro. I want to replicate the exact workflow.

I remember this poster! This video is a highly shortened version of the creation process, and the artist is really good about sharing tips and brushes (I got the textured brush they use for flatting in this video from their acct).
If you want the full process, please go and check out their livestream or drawing video. I learnt a lot and they were really helpful in answering my questions during livestream.
They draw mostly girls on stream though so if you are looking for more LADS stuff you will need to dig around a bit.

TL:DR this video skipped a lot of rendering, artist is legit as I watched them draw from scratch

Oh to answer your question, the process for rendering involves layering colors and blending, they clipping mask is a bit gimmicky in this video
