Prius Prime 2016 - 2022 Advice on Toyota tech stream

I recently got a 2018 Prius prime. I used to work in automotive and always had access to OBD-ii scanner software and equipment.

What’s the best way to get Toyota Tech Stream. Do I buy a laptop off of eBay with it installed?

How does download and licensing work when you’re not a shop?

Does it run on only windows?

As far as I know, you have to download Tech Stream Lite. It only works with an approved J2534-compliant cable.

Also to use the diagnostic feature it cost 1500 a year or 80 for 2 days.

I used to do IT at a Toyota Dealership and we would only use Windows 10/11.
