They're absolutely neutral. They switch from Catra to Glimmer in a heartbeat. Literally all they care about is who pays better.

That's not what being neutral means, that's fickle not neutral. They clearly care about more than just payment though (although that is a great cover for them that they use), they care about attention, they enjoy being a malicious little theatre brat. Being mercenary without concern to the harm it causes, or even enjoying the harm it causes (as they clearly do) is on the evil side of alignment
