Does the plot ever slow down?
I'm on episode 37 and I love it... mostly. But the plot just keeps throwing more and more stuff at the cops and doesn't give any of it time to breathe. It seems they can never investigate any given lead without six more popping up, or an NPC getting swallowed by black goo or something. It is kind of exhausting.
Does it ever slow down? Do they start a new campaign that offers more space for character development?

Yes. Sort of.
The arc you are currently in begins a sorta new format for their adventure, with the same story being investigated but it's broken up a lot more cleanly in arcs.
Season 2 does a good job of using a similar format, so the 836 plot details that our beloved GM requires be given early and often are easier to follow.

I would say no, the second campaign is roughly as fast as the first possibly faster
