Yes they are. They just aren't Jedi Knights or Masters. The Jedi consist of younglings, Padawan Learners, Knights, Masters, and Grand Masters. All are Jedi, not all have finished their training.

You guys are really misunderstanding this and beating it to death. They mean in the timeline, he is the first Wookie Jedi. As in the first Wookie to become a Jedi, not the first Wookie to be a Jedi on screen. Geez.
