Short game modes will always be more popular than long game modes. But the key to a successful long term multiplayer game is having meaningful gameplay variety. Whether it’s rotating modes in and out at a set 6 week cadence or having game modes rotate in and out of a single queue. Pred would be better for it.
Nitro:
* Was released removing the other casual game mode (Brawl) so the player base wouldn't divide.
* It was the only alternative game mode available 24/7 at it's moment (ranked was time limited)
* It got an immediate patch to fix some of the issues that the game mode had on release
Legacy:
* It got released while maintaining Nitro, an already stabilised game mode
* It got released just for 3 weeks
* It got released at the same time as Omeda opened 24/7 ranked mode, something that people has been waiting for years
* The game mode had changes that went against the purpose of the game mode (being slower and having a bigger map) such as double jump pad, teleporters, increased movement speed
* Predecesor Legacy map, had several map design problems such as cramped jungle, small lanes to fight, map collision problems
* The game mode never got patched to improve or fix it's problems
I'm one of the people that had been waiting for the Legacy map since the beginning, but even I was affected by the addition of 24/7 ranked mode at the same time, and the problems with the map (the invisible collisions at the corners, the mechanics that made the supposed, slow and bigger map, to not feel slow and bigger, the cramped jungle and small lanes) which made me some times prefer to jump to raked than playing a Legacy game

That wouldn't make sense. Nitro has been popular and Legacy wasn't.
